Student Threat Assessment

OUR APPROACH TO STUDENT THREATS

Fort Bend ISD takes all threats to the safety and security of our students, staff, and school community seriously. The district is committed to maintaining safe learning environments and thoroughly assessing any reported threat to determine the appropriate response. The safety and well-being of everyone on our campuses remain our highest priority, and we work closely with law enforcement and campus administrators to ensure concerns are addressed promptly and appropriately. We encourage students, parents, staff, and community members to report any potential safety concerns so that we can continue to protect and support our school community.

TEC 37.115(a)(1)

The Texas Education Code, relative to threat assessment and parent notification in Texas public schools, requires campus behavioral threat assessment teams, tracking of actions taken relative to students who make threats, and notification of parents if threats are made. The Texas Education Code mandates a Safe and Supportive Schools Team at each campus (defined in Fort Bend ISD as the School-Based Threat Assessment Team) and at the district level for substantive threats (District Threat Assessment Team).

SENTINEL

Sentinel is the Texas Education Agency’s (TEA) formal school safety system designed to collect, process, store and distribute school safety and security information. On August 1, 2025, TEA officially launched the Behavioral Threat Assessment (BTA) Module in Sentinel for all Texas public school districts and open-enrollment charter schools. This user-friendly system supports compliance with Texas Education Code, §37.115, and 19 Texas Administrative Code, §103.1213 by providing a standardized process for documenting, managing and reporting behavioral threat assessments across the state.

SCHOOL-BASED THREAT ASSESSMENT TEAM (SBTAT)

The School-Based Threat Assessment Team (SBTAT) is a multidisciplinary team composed of members that may include the Principal, Associate Principal/Campus Behavior Coordinator (CBC), Assistant Principal, Counselor, School Resource Officer (if applicable), and other individuals who have significant contact with or knowledge of the subject of concern (i.e. alleged aggressor). The SBTAT investigates threats, develops safety plans, and implements behavioral interventions to reduce the risk of violence. Threat reports and behavioral threat assessments conducted by the SBTAT are logged in Sentinel. This information is made available to the subject of concern’s school of enrollment until the age of twenty-four (24), or until he/she graduates, whichever is sooner. Members of the SBTAT receive behavioral threat assessment training through the Texas School Safety Center with district-level refreshers as needed.

 DISTRICT THREAT ASSESSMENT TEAM (DTAT)

Members of the District Threat Assessment Team (DTAT) include the Executive Director and/or Director of Student Affairs, Fort Bend ISD Police Lieutenant and/or Sergeant, Licensed Professional Counselors (Threat Assessment), the Student Affairs Intake Specialist and the Coordinator of Student Threat Assessment. Additional district-level personnel may participate on the team as needed. The DTAT regularly reviews behavioral threat assessments that are deemed as high or imminent risk by the SBTAT. Those students are added to the caseload of the FBISD Threat Assessment Counselors who conduct ongoing campus visits to support positive decision-making by the students and help reduce the risk of violence.

METHODS TO REPORT THREATS

Any individuals wishing to report threats of school violence may notify any school personnel, administrator, Fort Bend ISD Police (281-634-5500), the FBISD See Something Share Something website, iwatchtexas.org, or the Department of Student Affairs at 281-634-0092. Suspicious or illegal activities that take place on school property should be reported immediately to a school administrator.

TEXAS SCHOOL SAFETY CENTER

In addition to providing behavioral threat assessment training, the Texas School Safety Center (TxSSSC) also provides resources to educators and families to help prevent violence and the use of threats: Threats Are No Joke! Campaign Toolkit.
