Lieutenant Dominique Wilson is a dedicated law enforcement professional who proudly serves the community that helped shape her as a Fort Bend ISD graduate and Willowridge High School alumna. As an Administrative Lieutenant with the Fort Bend ISD Police Department, she provides leadership and oversight in personnel, training, recruitment and so much more. Wilson holds a Bachelor of Science in Criminal Justice from Lamar University, a Master of Science in Criminal Justice from the University of Houston Downtown, and is a Master Peace Officer. Wilson completed advanced leadership training through FBI LEEDA and LEMIT, remaining committed to strengthening the department, developing future leaders, and ensuring a safe and supportive environment for students and staff.

Shannon Hall
Lieutenant
Shannon D. Hall is a seasoned law enforcement leader with more than 18 years of dedicated service with the Fort Bend ISD Police Department. As a Lieutenant and second in command, he provides leadership in police operations, personnel management, school safety, emergency preparedness, budgeting, and major event coordination. Hall is a Texas Master Peace Officer with numerous specialized certifications and has played a key role in leading emergency response efforts, modernizing department operations, mentoring future officers, and strengthening partnerships throughout the community. Committed to servant leadership, accountability, professionalism, and innovation, Hall has completed two of the three executive leadership modules through LEMIT and remains dedicated to ensuring a safe and secure environment for every student and staff member.

Jonathan Sipe
Sergeant
Sergeant Jonathan Sipe serves as a District 1 supervisor for the Fort Bend ISD Police Department. He brings more than 28 years of law enforcement experience to his role, including the past three years serving with the Fort Bend ISD Police Department. Sergeant Sipe was drawn to law enforcement by the opportunity to help people during some of the most difficult times in their lives. He is proud to serve the community where he has lived for the past 30 years and values the opportunity to give back to the community he calls home.Sergeant Sipe’s two children are graduates of Travis High School, making his service to the district and its families especially meaningful. Outside of work, Sergeant Sipe enjoys motorcycle racing and spending time with his two grandchildren. He strives to live by the motto, “Treat everyone better than I expect to be treated!” This philosophy reflects his commitment to treating others with respect, compassion, and professionalism in every interaction.
Russell Walton
Sergeant
Sergeant R. Walton, also known as “SGT. 2SHORT,” serves as the District 4 Supervisor in the Special Services Division of the Fort Bend ISD Police Department. With 43 years of law enforcement experience, including 40 years of dedicated service to Fort Bend ISD, he has built a career centered on protecting, serving, and mentoring students. One of the most rewarding parts of his career has been watching generations of students grow and succeed while building lasting relationships with students, families, and staff. Outside of his duties, Sgt. Walton enjoys supporting students at athletic events, fine arts performances, and other extracurricular activities. A country boy at heart and a Life Member of the Houston Livestock Show and Rodeo, he remains committed to encouraging leadership, compassion, critical thinking, teamwork, and lifelong learning in the students he serves.
Robbie Hilliard III

Sergeant Robbie O. Hilliard III has served with the Fort Bend ISD Police Department for the past eight years. He currently serves as a supervisor overseeing Hightower High School, Marshall High School, Willowridge High School, and the feeder campuses associated with those schools. Sergeant Hilliard is an ALERRT Instructor, ALERRT AAIR Instructor, and OC Spray Instructor. He is passionate about providing a safe and supportive learning environment for students, staff, families, and the entire Fort Bend ISD community. Outside of work, Sergeant Hilliard enjoys spending time with his family and watching football. He is also a proud member of the first graduating class of George Bush High School. Sergeant Hilliard strives to live by two principles every day: “Doing What’s Right” and “Pride and Never Quit.”
Angela Armijo
Sergeant
Sergeant Angela Armijo serves as a Sergeant with the Fort Bend ISD Police Department, where she oversees dispatch operations, evidence, crossing guards, and department scheduling. In this leadership role, she works to ensure daily operations run efficiently while supporting both her team and the district community. With 11 years of service at the Fort Bend ISD Police Department, Sgt. Armijo has dedicated her career to protecting and serving students, staff, and families. Throughout her tenure, she has held several key positions, including dispatcher, evidence technician, records specialist, Field Training Officer, and background investigator before earning her promotion to Sergeant. Outside of work, Sgt. Armijo enjoys traveling and exploring new places. She is also passionate about continuing her education and professional development, believing there is always an opportunity to learn, grow, and become a better leader. Sgt. Armijo lives by the motto: "Lead by example, serve with integrity, and treat everyone with respect." She believes effective leadership is built on accountability, setting the standard through actions, and making a positive difference every day.
Mark Jackson
Sergeant
Sergeant Mark Jackson serves as an Administrative Sergeant and Firearms Instructor with the Fort Bend ISD Police Department. He 13 has years of service with the Fort Bend ISD Police Department and 17 years total previously at the Fort Bend County Sheriff’s Office. Sergeant Jackson’s path to law enforcement began with his studies in Criminal Justice. After graduating from college, he decided to pursue a career in law enforcement and found his calling in serving others and his community. For Sergeant Jackson, serving Fort Bend ISD is especially meaningful because he is a product of the district and the Fort Bend community. He attended Mission Glen Elementary School, Hodges Bend Middle School, and Austin High School. Outside of work, Sergeant Jackson is a huge Star Wars fan. His love for the franchise has stuck with him over the years, and he still enjoys putting together LEGO Star Wars sets. It’s only fitting that Sergeant Jackson’s personal motto is one familiar to Star Wars fans: “May the Force be with you.”
Darold Bailey

Sergeant Darold Bailey serves as the Administrative Sergeant for the Fort Bend ISD Police Department, where he oversees the department’s hiring, recruiting, and retention efforts. In this role, he works to identify, develop, and retain highly qualified professionals who are committed to serving Fort Bend ISD students, staff, and the community. Sergeant Bailey has approximately eight years of law enforcement experience, including six years with the Fort Bend ISD Police Department and two years with the Bellaire Police Department. One of the most rewarding aspects of Sergeant Bailey’s role is mentoring and developing the next generation of law enforcement professionals while making a difference in the lives of students. Through leadership, mentorship, and daily interactions with students and staff, he strives to help young people navigate their educational journey in a safe and supportive environment. His personal motto is, “If it was easy, everybody would do it.” The motto reflects his belief that meaningful work requires perseverance, commitment, and a willingness to embrace challenges in pursuit of excellence.
